Lillian Ortega is the Founder and Chief Regulatory Compliance Strategist of WOW SolutionsLLC, where she advises tobacco and nicotine product companies on FDA regulatory strategy,manufacturing compliance, product authorization, and postmarket requirements. Before starting WOW Solutions, Lillian spent more than 13 years at the U.S. Food and DrugAdministration. She most recently served as Director of Enforcement and Manufacturing in theFDA Center for Tobacco Products, where she led programs involving manufacturer compliance,inspections, enforcement actions, recalls, and imports. Her work today focuses on helping companies understand and respond to FDA requirements in apractical way. She works with manufacturers, brand owners, and other stakeholders on premarkettobacco product applications, quality systems, manufacturing controls, import oversight, andrelated compliance issues. Lillian holds a Master of Public Health and a bachelor’s degree in microbiology. Her experienceacross science, regulation, and enforcement gives her a practical perspective on how policydecisions affect products, companies, and the broader tobacco and nicotine marketplace
